ประชุมเชิงปฏิบัติการเพื่อขับเคลื่อนและกำกับดูแลการดำเนินงานตามแผนงานโครงการ (ตระหนักรู้และสร้างความเข้าใจในแต่ละจังหวัด ประจำปี 2568)

          ส่วนพัฒนายุทธศาสตร์ กองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ได้จัดการประชุมเชิงปฏิบัติการเพื่อขับเคลื่อนและกำกับดูแลการดำเนินงานตามแผนงานโครงการตระหนักรู้และสร้างความเข้าใจในแต่ละจังหวัด ประจำปี 2568 เพื่อนำร่องการขับเคลื่อนกระบวนการออกแบบยุทธการ (ADM) และกระบวนการแสวงข้อตกลงใจทางทหาร (MDMP) โดยใช้เส้นปฏิบัติการ 2P เป็นตัวอย่างในการดำเนินการ เพื่อจัดตั้งคณะทำงานโดยกำหนดโครงสร้างหน้าที่ของเส้นปฏิบัติการ 2P และบูรณาการเครื่องมือการสื่อสารของหน่วยในจังหวัดโดยใช้ Social Listening วัดผลลัพธ์เชิงปริมาณเป็นรายเดือนและประเมินผลของกรมประชาสัมพันธ์ในเชิงคุณภาพ นอกจากนี้ยังมีวัตถุประสงค์เพื่อให้คณะทำงานฯ นำข้อมูลการวิเคราะห์ชุดความคิด (mindset) ที่นำไปสู่การลดความรุนแรงเชิงพฤติกรรม แก้ปัญหาตามบริบทของพื้นที่และเพื่อนำร่องให้เจ้าภาพเส้นปฏิบัติการอื่น นำไปเป็นตัวอย่างเพื่อขับเคลื่อนการดำเนินงานให้เป็นไปในทิศทางเดียวกัน

          โอกาสนี้ พลตรี กรกฎ  ภู่โชติ รองผู้อำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้าได้เป็นประธานในพิธีเปิดการประชุมในวันนี้ (20 กุมภาพันธ์ 2568) เวลา 11.30 น. ณ โรงแรม บีพี สมิหลา บีช อำเภอเมือง จังหวัดสงขลา ระหว่างวันที่ 19 – 21 กุมภาพันธ์ 2568  ซึ่งได้กล่าวว่า “ผู้อำนวยการรักษาความมั่นคงภายในภาค 4 มีนโยบายให้ใช้กระบวนการ ADM ซึ่งมีผลผลิต 11 เส้นปฏิบัติการเป็นแนวทางให้หน่วยใช้ในการขับเคลื่อนการแก้ไขปัญหาในจังหวัดชายแดนภาคใต้ โดยมุ่งเน้นให้เกิดการบูรณาการงานและเครื่องมือให้สอดคล้องกัน เพื่อเพิ่มประสิทธิภาพในการดำเนินงานอย่างเป็นรูปธรรม ทั้งนี้ขอให้หน่วยงานที่เกี่ยวข้องร่วมกันดำเนินการแก้ไขปัญหาให้ครบถ้วน ขอให้หน่วยงานที่เข้าร่วมสัมมนาในวันนี้ มุ่งเน้นการจัดทำรายละเอียดของแต่ละจังหวัดให้ครบถ้วนและสมบูรณ์ เป็นไปตามนโยบายการปฏิบัติงาน ของผู้อำนวยการรักษาความมั่นคงภายในภาค 4 คือ สร้างความเข้าใจ ร่วมใจแก้ปัญหา นำพาสันติสุข” โดยมีผู้เข้าร่วมประชุมฯ ประกอบด้วยผู้แทนจากหน่วยงานต่าง ๆ ดังนี้ สำนักงานสภาความมั่นคงแห่งชาติ, กรมประชาสัมพันธ์, ศูนย์อำนวยการบริหารจังหวัดชายแดนภาคใต้, สำนักงานศึกษาธิการภาค 7, ศูนย์ขับเคลื่อนการศึกษาในจังหวัดชายแดนภาคใต้, สำนักงานศึกษาธิการจังหวัด, สำนักงานเขตพื้นที่การศึกษาประถมศึกษา แต่ละจังหวัด, หน่วยงานด้านการประชาสัมพันธ์แต่ละจังหวัด และหน่วยขึ้นตรง กองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า รวมจำนวนทั้งสิ้น 52 หน่วยงาน 90 คน เข้าร่วมโดยพร้อมเพรียง

Bengkel untuk Memajukan dan Mengawasi Pelaksanaan Program Mengikut Rancangan (Kesedaran dan Pemahaman di Setiap Negeri Tahun 2568)

          Bahagian Pembangunan Strategi, Markas Keamanan Dalam Negeri Wilayah 4 Bahagian Hadapan telah mengadakan bengkel untuk memajukan dan mengawasi pelaksanaan program kesedaran dan pemahaman di setiap negeri bagi tahun 2568 untuk memulakan proses reka bentuk strategi (ADM) dan proses mencari persetujuan tentera (MDMP). Bengkel ini menggunakan garis operasi 2P sebagai contoh untuk melaksanakan penubuhan pasukan kerja dengan menetapkan struktur tugas untuk garis operasi 2P dan mengintegrasikan alat komunikasi unit dalam negeri dengan menggunakan Social Listening untuk mengukur hasil kuantitatif setiap bulan dan menilai kualiti hasil Jabatan Penerangan. Selain itu, tujuan bengkel ini juga untuk memastikan pasukan kerja menganalisis mindset yang boleh mengurangkan keganasan dalam tingkah laku dan menyelesaikan masalah mengikut konteks tempatan serta memberi contoh kepada pihak berkuasa garis operasi lain untuk meneruskan tindakan ke arah yang sama.

          Pada kesempatan ini, Brigadier General Korkod Phoochote, Timbalan Pengarah Keamanan Dalam Negeri Wilayah 4 Bahagian Hadapan, telah merasmikan bengkel tersebut pada hari ini (20 Februari 2568) jam 11.30 pagi di Hotel BP Samila Beach, Daerah Muang, Negeri Songkhla, dari 19 hingga 21 Februari 2568. Beliau menyatakan, “Pengarah Keamanan Dalam Negeri Wilayah 4 telah menetapkan polisi untuk menggunakan proses ADM yang mempunyai hasil 11 garis operasi sebagai panduan untuk unit-unit menggerakkan penyelesaian masalah di wilayah selatan Thailand dengan memberi tumpuan kepada pengintegrasian kerja dan alat-alat agar selaras untuk meningkatkan keberkesanan operasi secara praktikal. Saya berharap agar agensi yang terlibat dapat menyelesaikan masalah dengan lengkap dan berharap agar semua agensi yang hadir pada seminar hari ini memberi tumpuan dalam menyediakan perincian setiap negeri dengan lengkap dan terperinci mengikut polisi pengoperasian Pengarah Keamanan Dalam Negeri Wilayah 4 iaitu mencipta pemahaman, bekerjasama menyelesaikan masalah, dan membawa keamanan yang berterusan.”

Bengkel ini dihadiri oleh wakil-wakil dari pelbagai agensi seperti berikut: Pejabat Majlis Keamanan Negara, Jabatan Penerangan, Pusat Pengurusan Wilayah Selatan, Pejabat Pendidikan Wilayah 7, Pusat Gerakan Pendidikan di Wilayah Selatan, Pejabat Pendidikan Negeri, Pejabat Pendidikan Daerah Sekolah Rendah di setiap negeri, Agensi Penyiaran Negeri, dan Agensi Bertanggungjawab yang Beroperasi di Markas Keamanan Dalam Negeri Wilayah 4 Bahagian Hadapan, dengan jumlah keseluruhan 52 agensi dan 90 orang yang hadir.

 Workshop to Drive and Supervise the Implementation of the Project Plan (Raising Awareness and Understanding in Each Province for the Year 2568)

          The Strategy Development Section of the Internal Security Operations Command (ISOC) Region 4 Forward has organized a workshop to drive and supervise the implementation of the project plan for raising awareness and understanding in each province for the year 2568. This workshop aims to pilot the process of designing strategies (ADM) and the military decision-making process (MDMP) by using the 2P operation line as an example for implementation. It will establish a working group to define the responsibilities of the 2P operation line and integrate the communication tools of units in the province by using Social Listening to measure the quantitative results monthly and evaluate the qualitative results of the Department of Public Relations. Additionally, the goal is for the working group to analyze the mindset data, which will lead to reducing behavioral violence, solving issues according to the context of each area, and serving as a model for other operation lines to drive the project in the same direction.

          On this occasion, Major General Korkod Phoochote, Deputy Director of the Internal Security Operations Command Region 4 Forward, chaired the opening ceremony of the meeting today (February 20, 2568) at 11:30 AM at BP Samila Beach Hotel, Muang District, Songkhla Province, from February 19 to 21, 2568. He stated, “The Director of Internal Security Operations Command Region 4 has a policy to use the ADM process, which includes 11 operational lines as a guideline for units to drive solutions to problems in the southern border provinces. The focus is on integrating work and tools to align with each other to enhance the effectiveness of operations in a tangible way. I urge the involved agencies to work together to fully address the problems. I also request that the agencies attending the seminar today focus on completing the details of each province to be thorough and complete in accordance with the operational policy of the Director of Internal Security Operations Command Region 4, which is to create understanding, work together to solve problems, and bring about peace.”

The meeting was attended by representatives from various agencies, including: the National Security Council, the Department of Public Relations, the Southern Border Provinces Administrative Center, the Office of Education Region 7, the Southern Border Education Driving Center, the Provincial Education Offices, the District Primary Education Offices in each province, public relations agencies from each province, and subordinate units of the Internal Security Operations Command Region 4 Forward, with a total of 52 agencies and 90 people participating.
