          เมื่อวันนี้   20 กุมภาพันธ์ 2568  เวลา 09.30 น. ที่โรงแรมหาดแก้ว รีสอร์ท อำเภอสิงหนคร จังหวัดสงขลา พลโท ไพศาล  หนูสังข์ แม่ทัพภาคที่ 4 / ผู้อำนวยการรักษาความมั่นคงภายในภาค 4 พร้อมผู้บังคับบัญชา ติดตามการปฏิบัติงานด้านทรัพยากรป่าไม้พื้นที่ จชต. ครั้งที่ 1/2568 โดยมีสำนักอำนวยการข่าวกรอง, หัวหน้าส่วนราชการ และหน่วยงานที่เกี่ยวข้องร่วมประชุมฯ พร้อมรายงานการปฏิบัติงานภาพรวม           โดย พลโท ไพศาล  หนูสังข์ แม่ทัพภาคที่ 4 / ผู้อำนวยการรักษาความมั่นคงภายในภาค 4 ระบุภาพรวมห้วงที่ผ่านมาสำนักอำนวยการข่าวกรองได้บูรณาการร่วมกับเจ้าหน้าที่กรมป่าไม้ หน่วยงานความมั่นคง และหน่วยงานที่เกี่ยวข้อง ร่วมกันป้องปรามการลักลอบทำลายทรัพยากรธรรมชาติ และป่าไม้ในพื้นที่จังหวัดชายแดนภาคใต้อย่างต่อเนื่อง รวมถึงติดตามดำเนินคดีผู้กระทำความผิดมาดำเนินคดีตามกฎหมาย ตลอดจนการปฏิบัติงานเชิงรุกในการฟื้นฟูแหล่งทรัพยากรป่าไม้ให้กลับมาอุดมสมบูรณ์อีกครั้ง พร้อมย้ำว่าทุกภาคส่วนได้บูรณาการร่วมกัน พร้อมเสนอแนวคิด แนวปฏิบัติ แนวทางแก้ไขปัญหา ที่ตรวจพบจากการปฏิบัติงานที่ผ่านมา นำข้อผิดพลาดเป็นบทเรียนและวางกรอบงานได้อย่างประสานสอดคล้อง เพื่อร่วมกันทำให้ทรัพยากรธรรมชาติ และป่าไม้ ในพื้นที่ชายแดนใต้คงความอุดมสมบูรณ์ตลอดไป

          อย่างไรก็ตาม สำนักอำนวยการข่าวกรอง กองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า จัดการประชุมครั้งนี้ตามโครงการเพิ่มประสิทธิภาพงานข่าวกรอง งานพัฒนาระบบข่าวกรอง การพัฒนาประสิทธิภาพและประสิทธิผลด้านการข่าว รายการเพิ่มประสิทธิภาพการปฏิบัติงานด้านการข่าว (พัฒนาคน) กิจกรรมสัมมนาเพิ่มประสิทธิภาพบุคลากรด้านการข่าวในพื้นที่ จชต. การจัดประชุมป่าไม้ ครั้งที่ 1 ประจำปีงบประมาณ 2568 เพื่อติดตามผลการปฏิบัติงานด้านทรัพยากรป่าไม้ในพื้นที่จังหวัดชายแดนภาคใต้ โดยบูรณาการร่วมกันของทุกภาคส่วนที่จะต้องอนุรักษ์ “ป่าไม่” ซึ่งเป็นทรัพยากรธรรมชาติที่สำคัญยิ่งต่อมุษย์ โดยเฉพาะการเป็นแหล่งกำเนิดของปัจจัยสี่ คือ อาหาร เครื่องนุ่งห่ม  ที่อยู่อาศัย ยารักษาโรค  ตลอดจนมีประโยชน์ด้านการรักษาสมดุลสิ่งแวดล้อม จึงมีความสำคัญยิ่งที่ทุกภาคส่วนเห็นความสำคัญและร่วมพิทักษ์ทรัพยากรป่าไม้ของประเทศในการร่วมกันเป็นส่วนหนึ่งของการแก้ไขปัญหาการทุจริตเกี่ยวกับทรัพยากรป่าไม้ มีความเข้าใจในกฎหมาย และระเบียบต่าง ๆ และนำมาวิเคราะห์ ประยุกต์ใช้เทคโนโลยีในการต่อต้านทุจริตด้านทรัพยากรป่าไม้ อีกทั้งติดตาม ประเมินผลอย่างต่อเนื่อง โดยต่อยอดตรวจสอบการกระทำความผิด และบังคับใช้กฎหมาย จนนำไปสู่การสื่อสารต่อสังคมในการต่อต้านทุจริตด้านทรัพยากรป่าไม้ อย่างเป็นรูปธรรม

Mengikuti pelaksanaan operasi sumber daya hutan di kawasan selatan Thailand (JST) kali pertama tahun 2568, dengan fokus menjaga dan memelihara sumber daya hutan agar tetap lestari, melalui integrasi pemeliharaan, konservasi, perlindungan, serta pemulihan sumber daya hutan secara berterusan.           Hari ini (20 Februari 2568) pukul 09.30 pagi, di Hotel Had Kaew Resort, Daerah Singhanakhon, Wilayah Songkhla, Mejar Jeneral Phisarn Noosang, Panglima Tentera Ke-4 / Pengarah Keamanan Dalam Negeri Wilayah 4, bersama pegawai-pegawai atasan, mengikuti pelaksanaan operasi sumber daya hutan di kawasan JST kali pertama tahun 2568. Hadir juga pejabat dari Jabatan Perisikan, ketua-ketua agensi kerajaan, dan pihak yang terlibat dalam mesyuarat ini, serta laporan pelaksanaan secara keseluruhan.           Mejar Jeneral Phisarn Noosang, Panglima Tentera Ke-4 / Pengarah Keamanan Dalam Negeri Wilayah 4, menyatakan bahawa dalam tempoh yang lalu, Jabatan Perisikan telah berkolaborasi dengan Jabatan Perhutanan, pihak keselamatan, dan agensi terkait untuk mencegah aktiviti perusakan sumber daya alam dan hutan di kawasan sempadan selatan secara berterusan. Termasuk juga memantau kes-kes jenayah berkaitan perusakan sumber daya alam dan tindakan undang-undang terhadap pelaku. Selain itu, operasi proaktif telah dilakukan untuk memulihkan kawasan sumber daya hutan agar kembali subur, dengan menekankan pentingnya kerjasama pelbagai pihak untuk menjaga kelestarian hutan di kawasan tersebut.           Mesyuarat ini dianjurkan oleh Jabatan Perisikan, Tentera Ke-4, dalam rangka meningkatkan kecekapan operasi perisikan, pembangunan sistem perisikan, serta meningkatkan kecekapan dan keberkesanan operasi perisikan, dengan tema Seminar Meningkatkan Kecekapan Sumber Manusia Perisikan di kawasan JST. Mesyuarat ini bertujuan untuk memantau pelaksanaan sumber daya hutan di kawasan sempadan selatan dan menekankan pentingnya pemeliharaan “hutan” sebagai sumber daya alam yang sangat penting bagi kehidupan manusia, terutamanya sebagai sumber makanan, pakaian, tempat tinggal, ubat-ubatan, serta menjaga keseimbangan alam sekitar. Oleh itu, adalah sangat penting agar setiap pihak memahami dan bekerjasama dalam menjaga dan melindungi sumber daya hutan negara, dalam usaha membanteras rasuah berkaitan sumber daya hutan dan mematuhi undang-undang serta peraturan yang ada, serta menggunakan teknologi untuk mencegah rasuah, serta melaksanakan pemantauan berterusan untuk memastikan kejayaan pelaksanaan undang-undang tersebut. Follow-up on the forestry resource operations in the southern border provinces (JST), session 1/2568, focusing on protecting and preserving forest resources to maintain their abundance, through integrated conservation, protection, management, and sustainable maintenance of forest resources.           Today (February 20, 2568) at 9:30 AM at Had Kaew Resort Hotel, Singhanakhon District, Songkhla Province, General Phisarn Noosang, Commander of the 4th Army Region / Director of Internal Security Operations, together with senior officers, followed up on the forestry resource operations in the JST area, session 1/2568. Representatives from the Intelligence Directorate, heads of government agencies, and related departments participated in the meeting, providing an overall operational report.           General Phisarn Noosang, Commander of the 4th Army Region / Director of Internal Security Operations, mentioned that in the past period, the Intelligence Directorate has integrated efforts with the Department of Forestry, security agencies, and related departments to continuously prevent illegal activities that damage natural resources and forests in the southern border provinces. They have also followed up on legal actions against offenders and carried out proactive operations to restore forest resources to their previous abundance. He emphasized that all sectors have integrated efforts and proposed ideas, practices, and solutions to the problems observed from previous operations. Mistakes have been turned into lessons to create a more coordinated approach to keep the natural resources and forests in the southern border area abundant forever.           The Intelligence Directorate of the 4th Army Region, Front Headquarters, organized this meeting under the project to enhance intelligence operations, the development of the intelligence system, improving the efficiency and effectiveness of intelligence work, the program for increasing the effectiveness of intelligence operations (developing personnel), and the seminar to improve the efficiency of intelligence personnel in the JST area. The first forestry meeting of fiscal year 2568 was held to monitor the performance of forestry resource operations in the southern border provinces, with integrated efforts from all sectors to preserve the “forest,” a vital natural resource for human life, especially as a source of the basic necessities: food, clothing, shelter, and medicine. Furthermore, it plays an important role in maintaining environmental balance. It is crucial for all parties to recognize the importance of preserving the nation’s forest resources as part of addressing forestry-related corruption, understanding the laws and regulations, analyzing, and applying technology to combat corruption in forestry.
