การประชุมกระบวนการพูดคุยเพื่อสันติสุขจังหวัดชายแดนภาคใต้ ครั้งที่ 6

          เมื่อวันที่ 21 และ 22 กุมภาพันธ์ 2566 คณะพูดคุยเพื่อสันติสุขจังหวัดชายแดนภาคใต้ นำโดย พลเอก วัลลภ รักเสนาะ กับคณะผู้แทน BRN นำโดย อุซตาส อานัส อับดุลเราะห์มาน ได้พบหารือและพูดคุย แบบเต็มคณะ ครั้งที่ 6 ณ กรุงกัวลาลัมเปอร์ มาเลเซีย โดยมี พลเอก ตันศรี ดาโตะซรี ซุลกีฟลี ไซนัล อะบิดิน เป็นผู้อำนวยความสะดวก และมีผู้เชี่ยวชาญร่วมสังเกตการณ์ด้วย ซึ่งผลการพูดคุยฯ มีความคืบหน้าที่สำคัญ ในการกำหนดแนวทางการปฏิบัติร่วมกัน และกรอบเวลาที่ชัดเจนในการแก้ไข ความขัดแย้งและนำสันติสุขสู่จังหวัดชายแดนภาคใต้ ดังนี้

1. คณะพูดคุยเพื่อสันติสุขฯ และคณะผู้แทน BRN เห็นพ้องที่จะร่วมกันจัดทำ “แผนปฏิบัติการร่วมเพื่อสร้างสันติสุขแบบองค์รวม” หรือ Joint Comprehensive Plan towards Peace (JCPP) เพื่อเป็นแนวทางขับเคลื่อนการพูดคุย ให้คืบหน้าในรูปแบบที่ครอบคลุมและเป็นองค์รวม อีกทั้งมีกรอบเวลาที่ชัดเจน ในการปฏิบัติตามเจตนารมณ์ของหลักการทั่วไปของกระบวนการพูดคุยเพื่อสันติสุขจังหวัดชายแดนภาคใต้ (General Principles of the Peace Dialogue Process) โดย JCPP จะมีเนื้อหาสำคัญ 2 ส่วน คือ การลดความรุนแรงในพื้นที่และการจัดการปรึกษาหารือกับประชาชนเพื่อนำไปสู่การแสวงหาทางออกทางการเมือง

2. คู่พูดคุยเห็นชอบกำหนดกรอบเวลาในการดำเนินการในส่วนที่เกี่ยวข้องกับ JCPP เพื่อนำไปสู่การปฏิบัติในปี 2566 และ 2567 ซึ่งทั้งสองฝ่าย คาดหวังว่า จะสามารถบรรลุฉันทามติในการยุติความขัดแย้งและนำข้อสรุปที่ได้จากกระบวนการดังกล่าวไปสู่การปฏิบัติเพื่อแก้ปัญหาและนำสันติสุขที่ถาวรสู่พื้นที่อย่างยั่งยืนต่อไป

3. คู่พูดคุยได้มอบหมายให้คณะทำงานทางเทคนิคของแต่ละฝ่ายนัดหมายจัดการหารือแลกเปลี่ยนข้อคิดเห็นกันอย่างไม่เป็นทางการในช่วงระหว่างเดือนมีนาคม – พฤษภาคม 2566 เพื่อร่วมกันจัดทำรายละเอียดของ JCPP ให้เสร็จสิ้นและนำเสนอต่อการพูดคุยแบบเต็มคณะในเดือนมิถุนายน 2566 เพื่อพิจารณาให้ความเห็นชอบเพื่อเริ่มต้นขั้นการปฏิบัติต่อไป

4. คู่พูดคุยต่างแสดงความยินดีต่อผู้อำนวยความสะดวกในโอกาสเริ่มปฏิบัติหน้าที่ ซึ่งทั้งสองฝ่ายเห็นพ้องว่า ความมุ่งมั่นและความตั้งใจจริงในการปฏิบัติงานของตันศรี ซุลกีฟลีฯ มีส่วนสำคัญในการสนับสนุนให้คู่พูดคุยบรรลุความเห็นพ้องเบื้องต้นเกี่ยวกับ JCPP ในการพูดคุยฯ ครั้งนี้ และจะมีส่วนช่วยให้การจัดทำและการปฏิบัติตาม JCPP ในระยะต่อไปเป็นไปอย่างราบรื่นตามกรอบเวลา

คณะพูดคุยเพื่อสันติสุขจังหวัดชายแดนภาคใต้ขอยืนยันเจตนารมณ์ในการเดินหน้าการพูดคุยฯ อย่างต่อเนื่องตามนโยบายของรัฐบาล และขอเชิญชวนประชาชนและผู้เกี่ยวข้องทุกภาคส่วนร่วมกันสร้างสภาวะแวดล้อมที่เอื้อต่อการสร้างสันติสุขที่ยั่งยืนให้แก่พื้นที่จังหวัดชายแดนภาคใต้ต่อไป

6th Meeting of the Peace Dialogue Process for Southern Border Provinces of Thailand

On 21 – 22 February 2023, the Peace Dialogue Panel for the Southern Border Provinces of Thailand (PEDP), headed by General Wanlop Rugsanaoh, and the Patani Malay National Revolutionary Front (BRN) Delegation, headed by Ustaz Anas Abdulrahman, attended the 6th meeting of the Peace Dialogue Process, held in Kuala Lumpur, Malaysia. The meeting, which was facilitated by General Tan Sri Dato’ Seri Zulkifli Zainal Abidin and observed by the experts, achieved a number of positive results as follows:

1. The PEDP and BRN delegations agreed to initiate procedures to steer the peace dialogue forward in a comprehensive and hollistic manner under the concept of “Joint Comprehensive Plan towards Peace (JCPP)”. The JCPP is envisaged to serve as roadmap for both sides to achieve concrete results within a clear timeframe, in accordance with spirits of the General Principles of the Peace Dialogue Process. The content of the JCPP includes matters related to (1) measures to reduce violence in the area and (2) conduct of public consultation activities leading to political solutions.

2. Both sides concurred to establish time frame of the JCPP which covers its implementation between 2023 – 2024. It is hoped that, both the dialogue partners will reach a consensus to end all conflicts and take forward conclusions from the JCPP procedure into practice, thereby bringing forth enduring peace to the area.

3. The dialogue partners tasked their respective technical working groups to meet, in an informal setting, to draft details of the JCPP during March to May 2023, with an aim to present such draft for consideration and endorsement at the 7th formal meeting of the Peace Dialogue Process, scheduled to be convened in June 2023.

4. The dialogue partners congratulated General Tan Sri Zulkifli Zainal Abidin on his recent appointment as facilitator of the Peace Dialogue Process. Both sides shared common impression that commitment and sincerity clearly expressed by the facilitator had contributed to positive results of this meeting, and would be beneficial in ensuring smoothness of the JCPP’s drafting and implementation phases according to the agreed time frame.

The Peace Dialogue Panel takes this opportunity to reaffirm its commitment to move the Peace Dialogue Process towards fruition as stipulated in the Royal Thai Government’s policy. In this regard, the PEDP renews its invitation to the public and all relevant sectors to join in efforts to create environment conducive to peace in the Southern Border Provinces of Thailand.
