“ขับเคลื่อนแผนพิทักษ์พื้นที่” แม่ทัพภาคที่ 4 ลงพื้นที่ จ.นราธิวาส ตรวจเยี่ยมและประชุมติดตามแผนพิทักษ์ประชาชน–ทรัพยากร ตามแนวชายแดน ปี 2568

          นับตั้งแต่วันที่ 1 กันยายน 2568 กองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ได้บังคับใช้ แผนพิทักษ์ประชาชนและทรัพยากรตามแนวชายแดน ประจำปี 2568 เพื่อเป็นมาตรการสำคัญในการควบคุมการเข้า–ออกของผู้เกี่ยวข้องกับการกระทำผิดกฎหมาย ป้องกันการลักลอบขนย้ายสิ่งของผิดกฎหมาย และสกัดกั้นภัยคุกคามทุกรูปแบบ ผ่านการบูรณาการร่วมกับหน่วยงานราชการและหน่วยงานด้านความมั่นคง

         วันนี้ (4 กันยายน 2568) เวลา 10.00 น. พลโท ไพศาล  หนูสังข์ แม่ทัพภาคที่ 4 / ผู้อำนวยการรักษาความมั่นคงภายในภาค 4 เป็นประธานการประชุมติดตามผลการปฏิบัติตามแผนฯ  ณ  ห้องประชุมหน่วยเฉพาะกิจนราธิวาส ค่ายกัลยาณิวัฒนา อำเภอเมือง จังหวัดนราธิวาส โดยมีคณะผู้บังคับบัญชา หน่วยเฉพาะกิจนราธิวาส หน่วยเฉพาะกิจนาวิกโยธิน กองทัพเรือ และกองบังคับการควบคุมสุริโยทัย เข้าร่วมประชุมและรายงานผลการดำเนินงาน

         แม่ทัพภาคที่ 4 กล่าวในที่ประชุมว่า “การประชุมครั้งนี้เป็นการติดตามความก้าวหน้าของแผนยุทธวิธี ที่มุ่งเน้นการพิทักษ์พี่น้องประชาชนและการรักษาทรัพยากรตามแนวชายแดน แผนดังกล่าวไม่เพียงแต่เป็นมาตรการด้านความมั่นคง หากยังช่วยสร้างความปลอดภัย ความมั่นใจ และความสันติสุขแก่ประชาชนในพื้นที่”

          สำหรับการดำเนินงานตามแผนฯ ได้เพิ่มความเข้มข้นในการสกัดกั้นการกระทำผิดกฎหมายทุกรูปแบบ รวมถึงการ เอกซเรย์พื้นที่ลงลึกถึงระดับหมู่บ้าน เพื่อจัดระเบียบชุมชนให้มีความเข้มแข็งและเป็นระบบยิ่งขึ้น โดยมีเป้าหมายเพื่อให้พี่น้องประชาชนสามารถใช้ชีวิตได้อย่างปกติสุขภายใต้สังคมพหุวัฒนธรรมในพื้นที่จังหวัดชายแดนภาคใต้

          ในที่ประชุม คณะผู้บังคับบัญชาได้กำชับให้ทุกหน่วยตรวจสอบความพร้อมของฐานปฏิบัติการอย่างสม่ำเสมอ ควบคู่กับการซักซ้อมแผนเชิงรุก เพื่อยกระดับประสิทธิภาพการปฏิบัติการ และรักษาความปลอดภัยของฐานปฏิบัติการอย่างเข้มงวด ป้องกันการโจมตีจากกลุ่มผู้ก่อเหตุรุนแรง

          ทั้งนี้ แม่ทัพภาคที่ 4 ได้เน้นย้ำในวาระปิดประชุมให้ทุกหน่วยติดตามความเดือดร้อนและความต้องการของประชาชนอย่างใกล้ชิด ไม่ว่าจะเป็นผู้สูงอายุหรือชาวบ้านทั่วไป เพื่อดูแลและแก้ไขปัญหาได้ตรงจุด พร้อมให้ความสำคัญกับการประเมินผลกระทบในทุกมิติ ทั้งด้านการเมือง เศรษฐกิจ และสังคม

          นอกจากนี้ ยังได้สั่งการให้เจ้าหน้าที่ติดตามข่าวสารอย่างต่อเนื่อง ตรวจสอบข้อเท็จจริงอย่างรอบด้าน เพื่อป้องกันการบิดเบือนข้อมูลที่อาจกระทบต่อความมั่นคงของพื้นที่ และในช่วงผลัดเปลี่ยนปีงบประมาณ ให้มีการส่งต่อข้อมูล ประสบการณ์ และบทเรียนที่สำคัญแก่เจ้าหน้าที่ชุดใหม่ เพื่อให้การปฏิบัติภารกิจพิทักษ์ประชาชนเป็นไปอย่างต่อเนื่องและมีประสิทธิภาพ

“Gerakkan Pelan Lindung Kawasan” – Panglima Tentera Wilayah 4 turun ke Narathiwat, lawat dan mesyuarat ikut perkembangan pelan lindung rakyat & sumber sempadan tahun 2025

 Bermula 1 September 2025, Pusat Keselamatan Dalam Negeri Wilayah 4 (ISOC Wilayah 4) telah laksanakan Pelan Lindung Rakyat dan Sumber di Sempadan tahun 2025. Tujuannya ialah untuk kawal keluar-masuk orang yang mungkin ada kaitan dengan jenayah, cegah penyeludupan barang haram, dan halang segala bentuk ancaman, dengan kerjasama agensi kerajaan dan keselamatan.

 Hari ini (4 September 2025), jam 10.00 pagi, Lt Jen Paisan Nusang, Panglima Tentera Wilayah 4 dan juga Pengarah ISOC Wilayah 4, pengerusikan mesyuarat di Bilik Mesyuarat Task Force Narathiwat, Kem Kalyanivadhana, Daerah Mueang, Narathiwat. Turut hadir ialah pegawai-pegawai atasan dari Task Force Narathiwat, Marin Tentera Laut, dan Komando Suryothai.

 Dalam mesyuarat, Panglima berkata:

“Mesyuarat ini untuk pantau kemajuan pelan keselamatan. Fokus utama ialah lindung rakyat dan jaga sumber di kawasan sempadan. Pelan ini bukan saja untuk keselamatan, tapi juga untuk beri rasa aman dan yakin kepada rakyat.”

 Pelaksanaan pelan juga ditingkatkan – termasuk pemeriksaan rapi sampai ke peringkat kampung, untuk kuatkan dan susun komuniti supaya lebih teratur. Matlamat utama ialah supaya rakyat boleh hidup aman damai dalam masyarakat pelbagai budaya di wilayah sempadan Selatan ini.

 Dalam mesyuarat, pihak atasan juga arahkan semua unit periksa kesiapsiagaan pos operasi secara tetap, dan buat latihan operasi secara berkala. Ini untuk tingkat keberkesanan dan elak serangan daripada kumpulan bersenjata.

 Di akhir mesyuarat, Panglima Wilayah 4 tekankan agar semua unit pantau masalah dan keperluan rakyat – sama ada warga emas atau orang kampung – dan bantu secara tepat. Beliau juga minta semua unit nilai kesan pelaksanaan pelan ini dari segi politik, ekonomi dan sosial.

 Selain itu, beliau arahkan pegawai-pegawai ikuti maklumat semasa dengan teliti dan siasat fakta dengan lengkap, supaya elak penyebaran maklumat palsu yang boleh ganggu keselamatan kawasan. Bila tiba masa tukar bajet tahunan, pastikan maklumat dan pengalaman diserah kepada pasukan baru, supaya misi lindung rakyat dapat diteruskan dengan baik.

 “Driving Forward the Area Protection Plan” – Fourth Army Region Commander Visits Narathiwat to Oversee and Review the Borderline People and Resource Protection Plan for 2025

 As of 1 September 2025, the Internal Security Operations Command Region 4 Forward (ISOC Region 4 Forward) has officially implemented the 2025 Borderline People and Resource Protection Plan. This initiative serves as a key security measure to control the movement of individuals potentially involved in illegal activities, prevent the smuggling of contraband, and deter all forms of threats. The plan is being carried out through integrated efforts with government and security agencies.

 On 4 September 2025, at 10:00 AM, Lieutenant General Paisan Nusang, Commander of the Fourth Army Region and Director of ISOC Region 4, presided over a meeting to follow up on the plan’s implementation. The meeting took place at the Narathiwat Task Force meeting room, Kalyanivadhana Camp, Mueang District, Narathiwat Province. Also in attendance were senior officers from the Narathiwat Task Force, Marine Task Force of the Royal Thai Navy, and the Suriyothai Command Control Unit, who reported on the progress and outcomes of the operations.

 In his remarks, the Commander stated:

“This meeting serves as a review of the progress made under the strategic plan that focuses on safeguarding the lives of our citizens and preserving resources along the border. This plan is not only a security measure, but it also aims to foster safety, public confidence, and lasting peace for the local communities.”

 The implementation of the plan has been intensified to counter all forms of illegal activities. This includes in-depth “x-ray” assessments down to the village level in order to strengthen and organize communities in a more systematic manner. The ultimate goal is to enable citizens to live peacefully and harmoniously in a multicultural society in Thailand’s southern border provinces.

During the meeting, commanders emphasized that all units must regularly inspect the readiness of operational bases and conduct proactive drill exercises to enhance operational efficiency and ensure the highest level of security at these bases, in order to prevent attacks from violent groups.

 In closing, the Fourth Army Region Commander urged all units to closely monitor the needs and grievances of local communities — including the elderly and the general population — to provide targeted assistance and solutions. He also stressed the importance of evaluating the impacts of the plan across all dimensions — political, economic, and social.

 Furthermore, the Commander instructed all personnel to stay well-informed, verify information thoroughly, and be vigilant against misinformation that could compromise regional security. As the fiscal year transitions, officers are also directed to ensure the seamless transfer of knowledge, experiences, and key lessons to the incoming teams to maintain continuity and efficiency in the mission of protecting the people.
