           วันนี้ (8 กันยายน 2568) ที่ ห้องประชุม 1 กองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ค่ายสิรินธร อำเภอยะรัง จังหวัดปัตตานี พลโท ไพศาล  หนูสังข์ แม่ทัพภาคที่ 4 / ผู้อำนวยการรักษาความมั่นคงภายในภาค 4 เป็นประธานการประชุมเพื่อรับฟังแนวทางการขับเคลื่อน (ร่าง) นโยบายการบริหารและพัฒนาจังหวัดชายแดนภาคใต้ พ.ศ.2568-2570 และแนวทางการดำเนินงานในปีงบประมาณ 2569

          การประชุมครั้งนี้มีผู้เข้าร่วม อาทิ พลตรี กรกฎ  ภู่โชติ รองผู้อำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า, พลตำรวจโท ปิยะวัฒน์  เฉลิมศรี ผู้บัญชาการตำรวจภูธรภาค 9 / ผู้บัญชาการกองกำลังตำรวจจังหวัดชายแดนภาคใต้, ผู้อำนวยการศูนย์ขับเคลื่อนการศึกษาจังหวัดชายแดนภาคใต้, ผู้แทนศูนย์อำนวยการบริหารจังหวัดชายแดนภาคใต้, ผู้แทนสภาความมั่นคงแห่งชาติ, ผู้แทนสำนักประชาสัมพันธ์ที่ 6, ผู้บังคับบัญชาหน่วยขึ้นตรง กองออำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ตลอดจนเจ้าหน้าที่ที่เกี่ยวข้อง

          ทั้งนี้ เป็นไปตามแนวทางที่สภาความมั่นคงแห่งชาติ (สมช.) ได้ประชุมส่วนราชการที่เกี่ยวข้อง เพื่อกำหนดทิศทางและแผนการขับเคลื่อนการพัฒนาในปีงบประมาณ 2569 – 2570 โดยในปี 2569 จะยังคงใช้แนวทางปี 2568 ควบคู่การใช้งบยุทธศาสตร์หน่วยงานต่าง ๆ ภายใต้ 8 วัตถุประสงค์หลัก ได้แก่

  1. การสร้างความมั่นคงและความปลอดภัยให้ประชาชน
  2. การบริหารจัดการความขัดแย้งด้วยสันติวิธี
  3. การพัฒนาการอำนวยความยุติธรรมและการเยียวยาอย่างเป็นธรรม
  4. การยกระดับคุณภาพการศึกษาให้สอดคล้องกับบริบทพื้นที่
  5. การพัฒนาเศรษฐกิจ
  6. การเสริมสร้างความเข้มแข็งทางสังคม
  7. การสร้างความเข้าใจและความร่วมมือกับทุกภาคส่วน รวมทั้งต่างประเทศ
  8.    การเพิ่มประสิทธิภาพการบริหารจัดการภาครัฐ เตรียมเปลี่ยนผ่านสู่กลไกปกติของทางราชการ

          พลโท ไพศาล  หนูสังข์ กล่าวย้ำว่า การประชุมครั้งนี้ถือเป็นนโยบายหลักที่ทุกหน่วยต้องนำไปสู่การปฏิบัติในพื้นที่ โดยยึดตามยุทธศาสตร์ชาติและการขับเคลื่อนร่วมระหว่าง กองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า และ ศูนย์อำนวยการบริหารจังหวัดชายแดนภาคใต้  ผ่านกระบวนการ ADM ภายใต้นโยบาย 11 เส้นทางหลัก พร้อมคาดหวังให้ทุกหน่วยได้ข้อมูลไปปรับใช้ เพื่อ “สร้างความเข้าใจ ร่วมใจแก้ปัญหา นำพาสันติสุข”

            ในการประชุมยังได้รับฟังการบรรยายหัวข้อ “แนวทางการบริหารจัดการและการกำหนดงานภายใต้ (ร่าง) นโยบายการบริหารและพัฒนาจังหวัดชายแดนภาคใต้ พ.ศ.2568 – 2570” โดย นายวสันต์ ชมภูศรี หัวหน้ากลุ่มงานนโยบายและกฎหมาย ความมั่นคงจังหวัดชายแดนภาคใต้และชนต่างวัฒนธรรม เนื้อหาครอบคลุมการวางเป้าหมายตามกรอบยุทธศาสตร์ชาติ การขับเคลื่อนกระบวนการ ADM การบูรณาการงาน 11 เส้นทาง ทั้งมิติศาสนา สังคม การเมือง การทหาร เศรษฐกิจ การศึกษา การต่างประเทศ กฎหมาย การข่าว การปฏิบัติ 2P และการปฏิบัติ CSOs

          หัวใจสำคัญของนโยบาย คือ “มุ่งเน้นให้จังหวัดชายแดนภาคใต้เข้าสู่สภาวะปกติ ปราศจากความรุนแรง และได้รับการพัฒนาบนพื้นฐานของความหลากหลายทางวัฒนธรรมและการมีส่วนร่วมของทุกภาคส่วน”

 GROMN Wilayah 4 Depan adakan mesyuarat draf dasar tadbir dan pembangunan Wilayah Selatan Thai tahun 2568 – 2570 serta hala tuju gerak kerja bajet tahun 2569

 Hari ini (8 September 2568) di Bilik Mesyuarat 1, Markas GROMN Wilayah 4 Depan, Kem Sirindhorn, Daerah Yarang, Wilayah Pattani – Leftenan Jeneral Paisan Nusang, Panglima Wilayah 4 / Pengarah Keselamatan Dalam Negeri Wilayah 4, pengerusikan mesyuarat untuk dengar hala tuju draf dasar tadbir dan pembangunan Wilayah Selatan Thai tahun 2568 – 2570 serta hala tuju kerja bajet 2569.

 Mesyuarat ini disertai oleh ramai pihak antaranya: Mejar Jeneral Korakot Puchot, Timbalan Pengarah GROMN Wilayah 4 Depan; Leftenan Polis Jeneral Piyawat Chalermsri, Ketua Polis Wilayah 9 / Panglima Pasukan Polis Wilayah Selatan; Pengarah Pusat Gerak Pendidikan Wilayah Selatan; wakil Agensi Tadbir Wilayah Selatan (SBPAC); wakil Majlis Keselamatan Negara; wakil Jabatan Penerangan Wilayah 6; serta pegawai-pegawai unit berkaitan.

 Mesyuarat ini ikut hala tuju Majlis Keselamatan Negara (NSC) yang telah bincang bersama jabatan-jabatan berkaitan untuk susun rancangan pembangunan tahun bajet 2569 – 2570. Tahun 2569 masih guna hala tuju tahun 2568 bersama bajet strategi daripada pelbagai agensi bawah 8 matlamat utama

  1. Jamin keselamatan dan ketenteraman rakyat
  2. Urus konflik dengan cara aman
  3. Tambah baik keadilan dan bantuan secara adil
  4. Naik taraf mutu pendidikan ikut keadaan tempat
  5. Bangunkan ekonomi rakyat
  6. Kukuhkan kekuatan sosial dan masyarakat
  7. Wujud kefahaman dan kerjasama semua pihak termasuk luar negara
  8. Tambah baik tadbir urus kerajaan, bersedia tukar kepada sistem biasa

 Leftenan Jeneral Paisan tekankan bahawa mesyuarat ini bawa dasar utama yang semua agensi kena laksana di lapangan ikut strategi negara dan gerak kerja bersama antara GROMN Wilayah 4 dan SBPAC, melalui proses ADM dan 11 hala tuju utama. Harap semua pihak dapat guna maklumat ini untuk “Wujud kefahaman, Bersatu selesaikan masalah, Bawa keamanan sebenar.”

 Dalam mesyuarat, turut dengar taklimat bertajuk “Hala tuju tadbir urus dan pelaksanaan kerja ikut draf dasar pembangunan Wilayah Selatan Thai 2568 – 2570” oleh En. Wasan Chomphusri, Ketua Bahagian Dasar dan Undang-Undang Wilayah Selatan. Isi taklimat termasuk hala tuju ikut strategi negara, proses ADM, dan kerja integrasi 11 hala tuju dari sudut agama, sosial, politik, ketenteraan, ekonomi, pendidikan, hubungan luar, undang-undang, risikan, tindakan 2P dan kerja bersama CSO.

 Intipati dasar: “Fokus Wilayah Selatan Thai capai keamanan, tiada keganasan, dan bangunkan wilayah ikut kepelbagaian budaya dan kerjasama semua pihak.”

 ISOC Region 4 Forward Command Convenes Meeting on the Draft Policy for Administration and Development of Thailand’s Southern Border Provinces (SBPs) for 2025–2027 and Operational Direction for Fiscal Year 2026

 Today (8 September 2025), at Meeting Room 1, Internal Security Operations Command (ISOC) Region 4 Forward Command, Sirindhorn Camp, Yarang District, Pattani Province, Lieutenant General Paisan Nusang, Commander of the 4th Army Region / Director of ISOC Region 4, chaired a meeting to review the draft Policy for the Administration and Development of the Southern Border Provinces (SBPs) for 2025–2027 and the operational framework for fiscal year 2026.

 The meeting was attended by key officials, including Major General Korakot Puchot, Deputy Director of ISOC Region 4 Forward Command; Police Lieutenant General Piyawat Chalermsri, Commissioner of Provincial Police Region 9 / Commander of the Southern Border Police Force; the Director of the Southern Border Provinces Education Mobilization Center; representatives from the Southern Border Provinces Administrative Center (SBPAC), the National Security Council (NSC), the Public Relations Department Region 6, commanders of subordinate units under ISOC Region 4 Forward Command, and other relevant personnel.

 This meeting aligns with the National Security Council’s directive, which brought together relevant government agencies to outline strategic direction and development plans for fiscal years 2026–2027. For 2026, the direction from 2025 will continue to be implemented alongside strategic budgeting across various agencies under eight primary objectives, as follows:

  1. Enhancing public security and safety
  2. Managing conflict through peaceful means
  3. Promoting equitable justice and fair remedies
  4. Improving the quality of education in alignment with local contexts
  5. Advancing economic development
  6. Strengthening social cohesion and resilience
  7. Fostering understanding and collaboration with all sectors, including international stakeholders
  8. Enhancing public sector efficiency and preparing for a transition to normal administrative mechanisms

 Lieutenant General Paisan Nusang emphasized that this meeting is of strategic importance and that all agencies must implement the discussed policy in their respective operational areas. Implementation must be in line with the National Strategy, jointly driven by ISOC Region 4 Forward Command and SBPAC, through the ADM process, under the framework of 11 strategic pathways. He expressed hope that all agencies would utilize the information to adapt and integrate into practice with the aim to “Build understanding, unite in problem-solving, and lead the way to lasting peace.”

 The meeting also included a keynote presentation titled: “Guidelines for Administration and Work Planning under the Draft Policy for Administration and Development of the SBPs, 2025–2027”, delivered by Mr. Wasan Chomphusri, Head of the Policy and Legal Affairs Group on Southern Border Security and Cultural Diversity. The content covered goal setting under the national strategy, the implementation of the ADM process, and integration across 11 key dimensions: religion, society, politics, military, economy, education, foreign affairs, law, intelligence, 2P operations (Preventive and Protective), and cooperation with civil society organizations (CSOs).

 The core principle of this policy is to “ensure that the Southern Border Provinces return to a state of normalcy, free from violence, and are developed on the foundation of cultural diversity and inclusive participation from all sectors.”
