รอง ผอ.รมน.ภาค 4 สน. ย้ำ“ศูนย์ซักถาม” กุญแจสำคัญนำไปสู่การขยายผลเชื่อมโยงกลุ่มขบวนการที่อยู่เบื้องหลัง ใช้ความชำนาญพื้นที่ให้เกิดการปฏิบัติแม่นยำเป็นรูปธรรม ร่วมนำพาสันติสุขสู่พี่น้องชายแดนใต้

        วันนี้ (5 กันยายน 2568) เวลา 13.30 น. กองกำลังทหารพรานจังหวัดชายแดนภาคใต้ อำเภอหนองจิก จังหวัดปัตตานี พลตรี กรกฎ  ภู่โชติ รองผู้อำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ประกอบพิธีมอบใบประกาศและปิดการฝึกอบรมการดำเนินกรรมวิธีซักถามและกฎหมายความมั่นคงให้กับเจ้าหน้าที่ซักถามและเจ้าหน้าที่ด้านกฎหมาย เพื่อเสริมสร้างความรู้ เพิ่มทักษะให้กับบุคลากรสามารถขับเคลื่อนการแก้ไขปัญหาในพื้นที่จังหวัดชายแดนภาคใต้อย่างมีประสิทธิภาพสูงสุด

        พันเอก หาญพล  เพชรม่วง ผู้บังคับกองกำลังทหารพรานจังหวัดชายแดนภาคใต้ ระบุ ว่า การพัฒนาศักยภาพศูนย์ซักถาม ปรับปรุงให้มีความพร้อมมากยิ่งขึ้น เพื่อเสริมสร้างความรู้และทักษะในการดำเนินกรรมวิธีฯ ของเจ้าหน้าที่ชักถาม และเพื่อให้หน่วยซักถามได้พัฒนาศักยภาพ การดำเนินกรรมวิธีซักถามอย่างมีประสิทธิภาพตามหลักสากล  ซึ่ง“ศูนย์ซักถาม”ในพื้นที่จังหวัดชายแดนใต้ ทำหน้าที่ “ซักถาม” อย่างเป็นทางการ เวลาพบผู้ต้องสงสัย โดยการเชิญตัวอาศัยอำนาจตามกฎหมายพิเศษ ทั้งกฎอัยการศึก และ พ.ร.ก.ฉุกเฉินฯ เพราะผู้ที่ถูกจับยังไม่มีสถานะเป็น  “ผู้ต้องหา” จึงต้องนำตัวไปควบคุมและซักถามยังสถานที่ที่ไม่ใช่โรงพัก เพื่อทำการขยายผลถึงการเชื่อมโยงผู้อยู่เบื้องหลังของเหตุการณ์ความรุนแรงในพื้นที่

         โอกาสนี้ รองผู้อำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า เปิดเผยการฝึกอบรมครั้งนี้ มีความสำคัญยิ่งที่ผู้เข้ารับการฝึกอบรมจะได้นำองค์ความรู้ ทักษะและเทคนิคต่าง ๆ ที่เกี่ยวข้องกับการดำเนินกรรมวิธีซักถาม การรวบรวมข่าวสารด้วยบุคล หรือ HUMINT รวมถึงกระบวนการวิเคราะห์  ประเมิน และการเขียนรายงานผลการดำเนินกรรมวิธีชักถาม ทั้งหมดล้วนเป็นเครื่องมือสำคัญในการเสริมสร้างประสิทธิภาพด้านการข่าวกรอง เพื่อสนับสนุนการปฏิบัติภารกิจด้านความมั่นคงในพื้นที่จังหวัดชายแดนภาคใต้ ขอบคุณกำลังพลทุกนายที่ตั้งใจ มุ่งมั่น ปฏิบัติภารกิจสุดกำลังความสามารถ แม้สภาวะแวดล้อมที่ซับซ้อนและเปลี่ยนแปลงอย่างรวดเร็ว เชื่อมั่นว่าทุกท่านจะปฏิบัติภารกิจอย่างประสานสอดคล้องและ ครอบคลุมทุกมิติ มีประสิทธิภาพ เพื่อ นำพาความสงบสุขสู่จังหวัดชายแดนภาคใต้ อย่างยั่งยืน

         อย่างไรก็ตาม กองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ยึดถือวิธีปฏิบัติในการตรวจค้น และการกักตัวบุคคลที่ต้องสงสัยตาม พ.ร.บ.กฎอัยการศึก พ.ศ.2457 และระเบียบกองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ว่าด้วยวิธิการปฏิบัติงานของพนักงานเจ้าหน้าที่ตามมาตรา 11 แห่งพระราชกำหนดการบริหารราชการในสถานการณ์ฉุกเฉิน พ.ศ.2548 ตั้งแต่ขั้นตอนการรับตัวผู้ต้องสงสัย, การบันทึกประวัติ การตรวจร่างกาย การจัดสิ่งอำนวยความสะดวก และการรักษาพยาบาล ซึ่งการดำเนินการทุกขั้นตอนอยู่ภายใต้หลักสิทธิมนุษยชนเคร่งครัด แม้ว่าบุคคลนั้นจะอยู่ในสถานะผู้ต้องสงสัย ทุกขั้นตอน โปร่งใส ตรวจสอบได้ ตลอดจนมีการจัดสถานที่โปร่งสะอาดเรียบร้อย ทั้งห้องพักผ่อน ห้องนันทนาการ ห้องเยี่ยมญาติ ควบคู่กับการจัดเจ้าหน้าที่รักษาการณ์ตลอด 24 ชั่วโมง และพร้อมให้ความร่วมมือกับกรรมการสิทธิมนุษยชนแห่งชาติ และทุกหน่วยงาน หากมีประเด็นการร้องเรียน หรือเกิดการร้องเรียนกล่าวอ้างว่าเจ้าหน้าที่ละเมิดสิทธิมนุษยชน สามารถเข้ามาตรวจสอบข้อเท็จจริงได้ทุกกรณี ขอความร่วมมือพี่น้องประชาชน หากพบบุคคลต้องสงสัยแจ้งได้ที่หมายเลขโทรศัพท์สายตรงแม่ทัพภาคที่ 4 / ผู้อำนวยการรักษาความมั่นคงภายในภาค 4 โทร 061-1732999 หรือเบอร์สายด่วน กอ.รมน.ภาค 4 สน. 1341 และหน่วยเฉพาะกิจในพื้นที่ได้ตลอด 24 ชั่วโมง รวมทั้ง ขอเรียนให้ทราบว่าการสนับสนุนผู้กระทำผิดอาทิ การนำพาซ่อนเร้น  การสนับสนุนที่พักพิง การสนับสนุนเสบียงอาหาร มีความผิดตามประมวลกฎหมายอาญา มาตรา 189 ต้องระวางโทษจำคุกไม่เกิน 2 ปี หรือปรับไม่เกิน 40,000 บาท หรือทั้งจำ ทั้งปรับ

  Hari ini (5 September 2025) jam 1.30 petang, di Kem Askar Renjer Wilayah Selatan, Daerah Nong Chik, Pattani – Mejar Jeneral Kornkan Phuchot, Timbalan Pengarah Keselamatan Dalam Negeri Kawasan 4 Bahagian Hadapan, hadir tutup kursus latihan berkaitan cara siasatan dan undang-undang keselamatan.

Latihan ini bagi tambah ilmu dan kemahiran kepada pegawai-pegawai siasatan dan undang-undang, supaya mereka dapat jalankan tugas dengan lebih baik dalam menyelesaikan masalah di wilayah sempadan selatan.

  Kolonel Hanphon Phetmuang, Komander Askar Renjer Wilayah Selatan kata:

Pusat Siasat akan diperkukuh dan dipersiap lebih baik. Pegawai siasatan akan dilatih ikut kaedah yang diiktiraf antarabangsa. Bila ada orang yang disyaki, mereka akan dibawa ke pusat ini untuk disiasat, bukan dibawa ke balai polis, kerana mereka belum jadi orang kena tuduh.

Siasatan dijalankan ikut undang-undang khas seperti Undang-Undang Darurat dan Undang-Undang Tentera. Tujuannya ialah cari maklumat dan kaitan dengan pihak yang rancang keganasan di kawasan.

  Timbalan Pengarah Keselamatan Dalam Negeri Kawasan 4 kata:

Latihan ini sangat penting. Pegawai dapat belajar ilmu, teknik siasatan, cara kumpul maklumat risikan daripada orang awam (HUMINT), cara buat laporan siasatan dan analisis. Semua ini bantu kuatkan risikan untuk jaga keselamatan di kawasan Selatan Thai.

Terima kasih kepada semua pegawai yang bekerja keras walaupun suasana rumit dan sering berubah. Percaya mereka akan jalankan tugas secara teratur dan berkesan demi keamanan yang berkekalan.

  On 5 September 2025 at 13:30, at the Southern Border Provinces Paramilitary Forces Headquarters in Nong Chik District, Pattani Province, Major General Kornkan Phuchot, Deputy Director of the Internal Security Operations Command Region 4 Forward (ISOC Region 4 Forward), presided over the certificate awarding ceremony and the closing of a training course on interrogation procedures and security law.

This training aimed to enhance the knowledge and skills of both interrogators and legal officers, thereby improving their capacity to effectively address security challenges in the southern border provinces.

  Colonel Hanphon Phetmuang, Commander of the Southern Border Paramilitary Forces, stated that efforts are underway to strengthen the capacity of the Interrogation Center by improving its readiness and enhancing the professional competencies of personnel.

This initiative ensures that interrogators can perform their duties effectively and in accordance with international standards.

The Interrogation Center in the southern border provinces is an official facility designated for questioning individuals suspected of involvement in violent incidents. Such individuals are brought in under special legal provisions—including Martial Law and the Emergency Decree—since they are not yet legally classified as “accused persons.” As such, questioning is conducted at secure facilities, not at police stations, to support efforts in identifying and dismantling networks behind regional violence.

  On this occasion, the Deputy Director of ISOC Region 4 Forward emphasized the critical value of this training course. Participants gained essential knowledge, skills, and techniques related to modern interrogation methods, human intelligence (HUMINT) gathering, analytical processes, evaluation methods, and the proper drafting of interrogation reports.

These capabilities are essential tools for strengthening intelligence operations in support of national security missions in the region.

He expressed his sincere appreciation to all personnel for their dedication and commitment to duty, despite the complexity and rapidly evolving nature of the environment. He expressed confidence that all personnel would continue to work in a coordinated, multidimensional, and efficient manner to bring lasting peace to the southern border provinces.

  Moreover, ISOC Region 4 Forward strictly adheres to procedures under the Martial Law Act, B.E. 2457 (1914) and relevant ISOC regulations, particularly those outlined in Section 11 of the Emergency Decree on Public Administration in Emergency Situations, B.E. 2548 (2005).

These procedures govern every step of the detention process—from apprehension and identity recording to medical examinations, provision of necessary facilities, and medical treatment—ensuring strict compliance with human rights standards.

Despite a suspect’s status, all steps are transparent, subject to review, and conducted in designated facilities that are clean and orderly, featuring rest areas, recreation rooms, and family visitation areas.
